Pipes in outside walls, unheated garages, crawl spaces and basements are the ones that freeze in a Treasure Valley winter, and water expands about 9 percent as it turns to ice. The leak often appears only when the pipe thaws. Shut off the main, call, and have a plumber repair the line.

An Ada County emergency management guide puts Boise River flood stage at 7,000 cubic feet per second and says low areas of Boise, Garden City, Eagle and Star flood at about 10,500 cfs. The guide is dated 2009, so the figures may have moved. Flood is usually a separate insurance policy, so ask early.

When a canal is turned on for the season, the water table beside it rises, and nearby yards, window wells and crawl spaces can take on seepage or overflow. A Kuna resident's property flooded two springs running. Report the water to the irrigation district, which controls the gates, and document everything.

Idaho registers contractors rather than licensing them, under the Idaho Contractor Registration Act, Idaho Code Title 54, Chapter 52, enforced by the Idaho Contractors Board. The state's FAQ says registration is required for construction work over $2,000 unless exempt. Whether water extraction or drying alone counts is not something we could confirm.

Mold can begin growing on damp materials within a day or two, and the EPA advises drying water-damaged materials within 24 to 48 hours to prevent it. We found no Idaho mold licence, though our only source was weak. Fix the moisture first, then get a written scope, ideally from an independent assessor.

Newer homes in Meridian, Kuna and Star are mostly slab or crawl-space construction on irrigated lots, and they leak for the same reasons as any house: plumbing failures, frozen lines in crawl spaces, appliance hoses and irrigation seepage. Check your builder's warranty and your own policy, since we could not source Idaho rules on who pays.

Boise's Warm Springs Avenue area has used geothermal heat since the 1890s, about 300 homes are on the Warm Springs Water District, and a city utility has heated downtown buildings since 1983. A leak in one of those lines is hot water, so keep clear, shut off what you can safely and call the operator and a crew.
